I know this gives no insight into the actual encryption method but by interpretation of the coordinates was: 38°57′6.5″N 77°8′44″W are the coordinates roughly of “THE CIA.” So perhaps, 38, 57, 65, 77, 8 and 44 are the letter positions corresponding to the letters THE CIA. It matches with the BERLIN clue, in that E is somehow encrypted to Y, but E’s are pretty common, it is most likely coincidence.
