Another goose chase here. The tableau of Kryptos is unusual in that there are standard alphabets on the left and top/bottom. It is possible to use those for encoding instead of the keyed alphabet that makes up the body of the tableau. The K1/K2 method would require a key of ELYOIECBAQK while the modified method of using the standard alphabets would require a key of SYMLWRQOYBQ.
A Ceasar shift of QOYBQ yields GEORG. Maybe CLOCK is being encoded with the name GEORGE in a running key – after shifting the key that is. If so, the E at the end of GEORGE would work backwards to give a J as the next letter after CLOCK.
