Ok, I put the letters into 14 groups of 7 starting with the (?)
I am supposing that there are 2 groups of 7×7
Further that they combine to make a message of 49 letters
If the rule is you have to use double letters then two end letters would have to be combined also
So on bnypvtt I added (NF), (MO) an end and start letter, and (OT) to get Berlin (b unused)
which is great but how do you know for certain what is next?
