I think I figured out why I was able to get words on my solution. There is a clue in “Berlin” that I missed.
Two even letters added together get an even letter
Two odd letters added together get an even letter
One odd and one even get a vowel only
This means that if it is “Berlin Clock” since you can’t get a c or a k , they have to be plain text, so the stego involves switching them with other letters.
Since “K” is the most plentiful letter it might be spelled “Klock”
