You were onto something – you isolated the following in the first row
QQPRNGKSSO
Mr Sanborn has given us a further clue NORTHEST – just so happens to correspond with QQPRNGKSSO.
The other clue he offered up was BERLINCLOCK which corresponds to NYPVTTMZFPK. Though your roman numeral theory does not isolate this clue as distinctly as it did in the first row.
I think Mr Sanborn has applied more than one method of encryption. If you can isolate NYPVTTMZFPK as you did QQPRNGKSSO you maybe getting closer to the decipher.
