Here is the next step with my symmetry idea;
I’m guessing the left half of the code is a mirror reflexion of the real code.
further, that since K=DG etc I’m thinking you can use 2 letters to represent one.
Some letters can be plain text.

Subtract the reflection from the real.

DU (I=A) L T (W+A) J K F

W E S T B E R L I N

That uses every letter Also B- H is the same as 28-8=T

Of course I knew it was Berlin , so it was easy the rest will have more than one “right answer”
