I noticed that 360 divided by 26 letter is 13 with 22 remainder or “V” then the compass on the structure is 220 degrees off which gives 208 plus 12 or “L”;
Then to get “Berlin” from “NYPVTT”
T plus I =29 which = 3, Q-3=N
T-L =8 Q-8=I
V=L
P-L=4 V-4=R
Y+R =43 =17, V-17=e
N(Russian) +e =20, V-20=B
Of course the bad part is you have to have the letters in the exact order to get the rest.
